Attention: AZ DES DCSE

I would send this communication to the attention of our case manager, but I have yet to find out who that would be.

I have received conflicting information from your office, and the most recent communication indicates your intention to act erroneously and unconscionably.  After much communication, the comprehension of which seems to escape you, I am now thoroughly annoyed with your apparent collective incompetence.

Regarding (minor child), and dating back to 1999, I have repeatedly submitted information to you regarding his physical custody. In 2007 parental rights were terminated and I have full and permanent guardianship of this child; referencing case number was previously provided to you in my most recent application, as requested by you and submitted timely by me.

I have repeatedly submitted applications to DCSE, only to receive telephone calls that I need to complete another application, which I then do, and have mailed them all to you.  As well I have participated in several telephone interviews with DCSE personnel, and have submitted and/or provided all information requested to stop deducting child support payments withheld from the paycheck of the birth father and sending them to the birth mother who does not have legal or physical custody of the child and does not contribute to the childs support in any way; there is no conscionable reason to send this money to the birth mother! 

I have custody of (minor child);  I have complied with all of your requests to the best of my ability, and then you send me a letter (dated 09/14/2010, and postmarked 09/24/2010) stating my case is being closed due to non-compliance.  Are you comprehending what youre doing?

In your letter you invite me to contact you if I have any questions however you make it virtually impossible (intentionally, Im sure) to contact you for anything.

I am uncertain what your motive could be, but I question the wisdom of extorting money from the father, for the childs support if you arent going to send it to the child.  You appear more to be in collusion with the mother, including the in-common characteristic of extracting cash where ever you can get it without the due diligence and morality of ascertaining the appropriateness of your actions, nor do you bother to establish and confirm the identity of its rightful recipient.  In the most recent telephone interview I participated in with DCSE personnel, I was told DCSE only bothers to pursue child support from the parents if the child is receiving state cash assistance but not if the child is receiving only food stamps or medical benefits, so perhaps this would be your motive.  Its not that you truly care about the support and well being of the child, but more that you care about the state wanting its money.

In that case, why arent you pursuing (derelict birth mother)?, who reports to me that in 2005 she altered the amount of an AZ DES DCSE check and executed it, and further explained to me that was the reason she was leaving Arizona and abandoning her children; why dont you stop sending money to a person who does not support her child?  Due to your negligence and ignorance, the child suffers.
