Will use any and all excuses to not pay or partial pay employees and vendors.He will use any and all evil techniques to con people into working for him and then when it comes to paying his employess he will arbitrarily cut pay hand out bad checks or not pay his employees and vendors.
For the first few weeks of his cycle of constant new employess he will pay on time but will demand overtime and then have the gall to say he did not approve it.Then checks will come out later and later or will not be cashable for days and then only at his bank.HE will constantly promise to pay people later if they will keep working if not he will complain about thier work as an excuse not to pay.
I worked for him installing a fountain in NYC 8 to 10 hours a day 6 days for 6 weeks . Even if I could have gotten a paycheck evey week there was no way to cash it in NYC. He paid for Hotel and transport and I took a small cash draw for food when I got back to LA he paid me 1200 10 days later when he owed me 3200.
He failed to attend the first labor board hearing wgere they are well aware of continued abuse of employees.I personally know of 5 other employees that have been stifed for various amounts of money, He operates out of Hawthorne but claims an office in Beverly Hills which is just a PO Box. A way of not being tracked down or served.HE will lure people into staying in his studio and hire illegal aliens, have people drive unregistered and uninsured vehicles can fluctuate from charming to raveing maniac.
He generally does not have a contractors license or the proper business permits and or licensing to undertake the larger contracts he undertakes.It is doubtful that he pays workers comp or employee taxes.While some of the projects he takes on do get done the DAMAGE HE DOES TO most of the employees and vendors is very bad. Stay Away.

I was Jerome's live in girlfriend for approximatley 2 months in 2002/2003. To this day I am still emotionally distressed at what he has caused me. I tried to let it go and continue in my career as a private investigator. Just today I decided to google Jerome Boquard and check to see his whereabouts. I stumbled on this site and the following reports.
His arrest was clearly appropriate. He behaved somewhat around me as he used me to make him look good. I could provide endless accounts of what I deemed his sickness. He caused harm and distress to many and lied to us all.
If I could be of any help to government officials or please contact me. It sounds like justice is prevailing.
This site is new to me and I'm unsure if others can respond, but I'd be glad to discuss Jerome and his tactics.
