I keep getting emails from this person name Steve Hawkins, saying that I have a lawsuit of $13,271.15 on a loan I took out on the internet, but I don't remember taking out. He said if I don't contact him in 24hours I will be arrested, and I need to make arrangement to make a payment

There is no such thing as The Bureau of Defaulters - FTC Corporation. These scammers take other names and make them their own and dunn you for money you don't owe. This is the Payday Loan Collection scam. You can read it on a real website which is FTC.gov no relation at all to the phony name they supplied to you.  Don't contact them.  They are scammers. Don't ay anything to them. Don't email them.
