I went online to the official US Post Office site as per their form to do a fwd address report.  When I received my Visa bill via L L Bean, I was charged 19.95 by changemyaddress.com dated 05/26/13.

I tried calling them but the mailbox was full, so I called LL Bean and filed a protest and the charge was removed from my account.

I noticed that others had the same problem so decided to file a ripoff report.

Are you sure that the site you went is an official site? Is it the same as this link -- https://moversguide.usps.com/icoa/home/icoa-main-flow.do?execution=e1s1&_flowId=icoa-main-flow& ? That is the USPS official site for address changing. If you are talking about forwarding mails (not change), it is going to cost you -- https://www.usps.com/manage/forward-mail.htm -- and they are 2 different services.
