I have spoken to Chase via the phone on a recorded call explaining to them that I have asked them not to call me anymore at work or on my personal phone. I also sent a certified letter to them asking them to no longer call me at my place of employement or personal phone. Yet the still are calling me after being told not to.

To the person that said "Just pay your bill" You must be on drugs because most people they are calling do NOT owe them anything and some dont even have an account with them.
Chase just needs to STOP going out of the USA to have part of there collections done. WAKE UP

First, you didn't mention anything in your post about the circumstances, not that it would make much difference aside from the fact the I wouldn't have answered the way I did. However, you have no basis for a rip-off report. When it comes down to the nitty-gritty, you charged the card up and now you can't pay. Chase doesn't care what the reason is. They just want their money.
If you can't buy food, you should consider bankruptcy. Paying Chase is not the answer. If I was in your shoes, I certainly wouldn't be paying a credit card instead of eating or paying my utilities.

What's going on big guy Thank's for being such a pr***. Just so you know what is going on. My wife lost her job about three months ago and as you should know being a Floridian the market is pretty bad right now so she is having trouble finding a decently job. Let me say this we have been paying something to them every month just not the min. payment. We cannot afford the min. payment right now until she finds better work. I hope next time when you are injoying a good meal with your family or going out to see a movie think us. That each day we have to think wether we should buy food or pay our electrical bill. Lord's know paying a creditor their min. payment is the last thing on our minds. We will see next time when you are down on your luck wether if I will through you a dollar!

If you pay your bill, they won't call you anymore. They can call whenever and whomever they like to get you to do what you promised to do. Why should they cease collection efforts just because you told them to go away? You charged the credit card up, then you didn't pay what you owe, and you're complaining about them trying to get their money back? Wow. Some people have huge cahones.

Are you sure of who is calling you?

First you need to be sure who is calling you. If it is Chase then they are an Original Creditor. In this case no amount of letters or informing them you don't want them to call is legally going to keep them from calling.
Now, if it is a 3rd party collection agency acting on behalf of Chase then you do have some protections under the Fair Debt Collection Practices Act(FDCPA). Here once you notify the collection agency(Not Chase) that they are to no longer contact you by phone they must stop. In order for this to be binding you must send it by Certified Mail with a Return Receipt. If after they receive this letter they still call you, you can purse legal action against them.
