CitiBank ATM At 7-11 CitiBank ATM Didn't Dispense Correct Cash Amount Colorado Springs Colorado

I was shorted by a CitiBank ATM at a 7-11 location in 2007. I attempted to withdrawal $400. and was dispensed only $240. I counted the money as I always do and notified two 7-11 clerks who were standing nearby. It was a Sunday evening. I used the phone attached to the ATM but was told by the rude CitiBank customer service rep that I would need to contact my bank which I did. I provided witness statements from one of the 7-11 clerks for verification. The clerk also stated I was not the only one at that ATM that day that had been shorted. I also submitted a written statement to my bank who assured me that when the ATM was reconciled the problem would be resolved and placed a temporary credit on my account. Approximately 3 to 4 weeks later, I received a letter from my bank notifying me that the credit had been reversed as they had received documentation from CitiBank saying the machine reconciled and did not short me. I called my bank at that point and explained that this was unacceptable and I wanted to appeal the decision. They told me it was due to the documentation CitiBank had sent them and mailed me a copy of the document. NEITHER MY BANK OR CITIBANK OFFERED ANY RECOURSE AND THEIR DECISION WAS FINAL. Where does a person follow up with something like this? Apparently nowhere! Total bunk!!
