If at all possible, cancel your account with them!! I recently had the same experience, jacked the rate to nearly 30%, because of market conditions. I wonder what business school the decision makers at Citi went to, because in my book, 30% of nothing is nothing, which is much less than what they would be making with a 10% interest rate.
