City of Lumberton public services departmenton finance department turn off my lights Lumberton North Carolina

i paid my light bill my check on line the check was return. I repaid the amount of the check minus the $25. they then turn off my lights the excuss was  I didnt pay for the bounce check.I made that check right just did't say I was paying for the check. If I made that payment again what differents did it make. I had to pay on1  light bill 2 times.just for my lights can be turn back on.so they rob me for $371 for my lights to be turn back on. I have health promblem that I need my lights. I may be late with my bill but I do pay them. And the second payment went to them.Not toward my account. I dont have money like that
