Clagett Management Refused to respond to water coming into a condo Frederick Maryland

I have contacted Mary Ann Garst several times over the past two days concering water coming into the condominium that they manage. She said last night that she would try to get someone out. No response from her. I called the emergency number again today and they told e that Mary Ann said windows and doors are the homeowners responsability. I explained, when I talked to Mary Ann that the water is coming in above and around the door ruining the drywall and soaking brand new carpet and pad. She is refusing to respond and I am going to have to replace carpet at considerable expense because the mold is growing. It also looks like there is black mold in the walls causing a health issue.
