The common charges are broken into two categories:  common charges and assessments.  The common charges are the charges for the operating budget, while the assessments are for capital improvements.  They are shown separately but are paid as one.
The reason for this is for transparency and knowledge of how the condo is operated.  The budget is presented annually and the common charge/assessment is fully explained.
The financiasl are fully audited by a CPA firm each year and are distributed to all owners.
The complaint is totally without merit.
