This is about Margarita Torres and her Family and an estimated 30 more Students who had an English Second Language Background and were ripped of $15.000 between 2004 and 2007!
 
I quote estimated 30, for CotR refuses to disclose the exact number. Doug McLachlan CotRs  VP had demanded $2,600 for that disclosure, reduced this amount to $420 for he knows, that Margarita cannot afford this ridiculous demand. These data should be on record, for an ESL test did belong to the Prerequisites of the Program Margarita was enrolled in.       
 
Margarita has 2 daughters to look after and a husband who was diagnosed with Cancer in April 2006. Then Margarita panicked and since she was working at a Care Aid Facility, she decided to study in order to become a Registered Care Aide (RCA) So she went through the newspaper and came across PTI Online a Private College licensed to train Care Aids.

When she visited PTI, Jane Johnston RN, who managed the Private College, persuaded her, that due to her experience in the care facility Margarita qualified for College of the Rockies Access to Practical Nursing (APN) Program. Margarita was admitted but didnt succeed. For she and all the others never realized, that they did not have the prerequisites needed to be admitted. Besides this she was asked by Jane Johnston to quit her Jobs, which she did!
 
Those prerequisites were forged or manipulated by the trusted RN of the private School. The Private School, owned by a Dr. Peter Ko in Vancouver was closed by PCTIA (the Government Agency responsible for private Colleges in BC) in 2007, for they found many falsified/forged Certificates at PTI. Forgery is a criminal offence in Canada, PCTIA did do nothing to insure these criminal activities were investigated.
 
PCTIA however sent the report to CotRs CEO and President Dr. Nick Rubidge, who somehow made sure nobody outside CotR knew about it. CotR kept that completely concealed, when I tried to assist 3 students to get their tuition refunded. These were 3 ESL Background Students and they got a Judgment against CotR for the Judge realized they were wrongful admitted by prerequisites falsified and forged by PTI. However their and Margaritas lives had been destroyed by student Loan the College ripped them off for. I feel very bad for Margarita for the last 6 years has bee driving her into bankruptcy conditions with no end in sight! How would You feel, if you were a victim of a crime and nobody, I mean absolutely nobody will help You. Thats exactly what happened and is still happening to other students of CoTRs APN Program. Margarita needs a good lawyer to fight her case. But all the lawyers I have talked in the past didnt want it on contingency for there was not enough money in it. I have tried to get this resolved by BCs Ministry of Advanced Education and also to their Student Loan operation, but they say, their policy is, the College can do whatever they want. As far as I see it, this is a criminal case where the victim has been denied justice, for she and also the others are persons with an ESL background!

Also in Margaritas case, after I advised her to ask CotR for her Student files, I found 1 RCA certificate that was not only forged, but also visibly invalid and a work certificate that was not verifiable, Both were Prerequisites essential for admission and Margarita was never notified about this! She also failed the English Essay, she was never notified of this and also that there was a request to rewrite it was never brought to her attention. We also discovered falsifications and forgeries already in the 2003/04 Student files. Meaning that CotR, though responsible to verify prerequisite Documents didnt do so! I guess they figured that due to their remote location those students werent able to just walk into the College to look at their Student files and didnt have the skills or ability to request them in writing.
 
Whenever a student failed CotR avoided to talk in good faith with these students. Whenever they tried to complain about PTI, failed students were told that for their convenience CotR had a lawyer in Vancouver to contact. That way CotR cleverly avoided finding out officially, how PTIs Jane Johnston proceeded when recruiting students. All CotR had to ask was how the English Essay, part of the Academic English skills assessment, was written and students would have told them, that Jane Johnston asked them to write that essay at home, which was completely contradicting CotRs policy, that demanded that this Essay had to be written with n 2 hours under strict Supervision without any help! No wonder all Academic English tests scored high, since the second part of that assessment was a Multiple Choice test, students were asked to write with Pencil. Something very easy to change before this was sent to Cranbrook!
 
In the 2003/04 7 out of  22 Students failed  and 6 of them had an ESL background. The Year thereafter was a course where out of 21 Students 10 failed, an estimated 9 with an ESL Background. When so many Students failed, it strongly indicates, that there was something wrong with the Prerequisites, especially since the ESL Background was an easily detectable denominator. Prerequisites are set to insure, that Students have the Proper knowledge and abilities to succeed in a Course! But as long as students believed they didnt  get the proper teaching from PTI, Cot found it much easier not to investigate PTIs actions, but instead to tell  Students to talk to their lawyer in Vancouver and hold on to the $15,000 tuition!
