cotterkey investments ltd Casa una apartments refused to repair the electrial box so I could not turn on the electric phoenix Arizona

I moved into this apartment on the 1st of september I went down to a.p.s. to get the electric turned on they said that the electric had previously turned on illeagally and that the breaker box must be inspected by a city inspector prior to turning on the power

 The management company refuses to have this inspection done and  I cannot get power. It is the property managers responsibility to have this inspection done not mine. Now they are taking me to court for non payment of rent  because I refuse to pay rent due to no electricity. So now what???
