"Donna with Card Services" (newest incarnation of Rachel from Cardholder Services?) placed an illegal robocall to a number on the Do Not Call list, offering a reduction in interest rates. The call was placed from a spoofed number (can't return the call), further reinforcing the belief it is a ripoff and a scam.
