el mirage police department never filing reports-from a sexual assualt and theft of my vehicle el mirage, Arizona

I have repeatedly told the el mirage police about my problems dealing with a situation about stealing my vehicle.  I am severly Bipolar and am unemployed and broke.  I have repeatedly imformed the el mirage police that a certain person was copying my keys to my vehicle and  taking it.  This person is not licensed to drive.  He has been pulled over in my vehicle twice and every time I have called in to report a theft. They will not charge him with theft of my vehicle but will impound it and make me pay $150.00 for driving the vehicle on a suspended license, plus the towing charge, and everyday it is impounded. 

This person realizes that he is hurting me and will not stop because they will even drop him off at my home and allow him to enter my home even after he is pulled over and I repeatedly tell them he does not have any right to be in my house.  I continue to fight with the El Mirage PD - and they tell me that because he claims he lives in my home that it is not considered car theft if he steals my vehicle.  He stole my vehicle one more time and now it has been impounded for 30 days. 

I am severly disabled and have not worked more than 4 months in the past 3 years.  I receive $116.00 a week and have been waiting for reimbursement from the IRS of $1500.00 for over 9 months.  I have had to pay $480 and $473 for the other impoundments from the police from this man stealing my vehicle.  They tell me that it is my problem and they will continue to charge me with fees no matter what I do.  I sleep 4-5 days a week and have no way to get to a doctor now. 

In November of 2007, I had a person pounding on my door at 3am and I answered it - I was sexually assaulted and fought this man off.  I called 911, gave them a discription of the man, vehicle, and the license plate #.  I saw the man on el mirage rd.  and found out he was living there.  Imformed the el mirage pd and nothing was done.  They never even called me.  I moved away for almost 3 years and just came back to fix up my home to sell and now I have to deal with this garbage all over again with this police department.  Something should and must be done.
