A confirmation of service to be billed to me appeared on my email. Along with it was a web site provided in order to cancel this service. I tried repeatedly but could not bring it up on my screen. I dont know where this company is located, no phone number was provided for me, other than the apparently fictional contact for removal and cancellation of service provided, do I have to work with. Very frustrated, cannot cancel

There is another possible explanation for the situation described. Spammers will send phony emails to people claiming, for example, that their credit card is about to be charged a large amount. Of course, the recipient knows nothing about such a charge. The email offers a web link to click to contest the charges. Sometimes, the linked web page asks for all types of personal info (credit card numbers, SSNs, etc.)a practice known as "phishing." In other cases, however, visiting the linked web site results in viruses, malware, etc. being placed on your computer. The resultdata on your hard drive is sent out to the spammer or your computer becomes a "zombie," which allows the spammer to use your PC to send out more spam or to conduct illegal activities.
I strongly suggest that you conduct a complete scan of your PC with antivirus and antispyware programs.

Changes without Authorization

It's not true that telephone companies can change your service only with your authorization. The only way to protect yourself if to call your LOCAL phone provider and demand a FREEZE of your Long Distance Service. This will prevent any slamming by these fraudulant companies.
It's possible the email you got was a PHISHING email. The webapage you sere directed to would prompt for info they need to do their dirty business. They may know your email but they do not know your full name or address or phone number unless you provide it to them. It's possible the website would NEED this info to cancel your "account"
Bottom line, do NOT provide ANY personal information to anyone. Do not respond to phishing emails, and keep an eye on your bank accounts and credit cards.

Also use your telephone service provider's online acount management tools to keep a timely eye on your service billing, say every two weeks, if you are not doing so now. [Checking a mailed paper bill once a month is a bit lame these days because there are too many gimmicks around.]

I tried to access the website

and it came up with a blank page. If you notice at the bottom of your screen, it attempts to redirect you to another site. In searching for this company, the web search came up with the website name as well as the connection to the other website, but no other information.
This company obviously isn't a company at all, and I'd advise that you save the email that was sent to you, closely monitor your bank account for activity associated with this company, and wait it out. If they don't have your bank information nor your address, it's gonna be rather difficult to 'bill' you for anything.
If this is a telephone company that is trying to switch your service, they can't do this without your express permission (this is known as slamming, and several companies got in trouble for this a few years ago). If anyone else has had problems, I'm sure you'll be getting a reply fairly quickly, telling you how they resolved the issue.
