European Mega-million Lottery Payments Center Citizens Property Insurance Corporation fake lottery check, asks you to call their number to claim your "prize" New Westminster, British Columbia

Reiceived a letter saying we had won a prize from sweepstakes lottery program, which was held on Jan. of 2007. The prize consisted of 200,000.00. We received a check from Citizens Property Insurance Corporation in the amount of 1,980.00 which was to be our first installment check.
The letter said to call confirm that we had the enclosed check and that an amount of 10% of the winning amount would be deducted to pay "fees". It also stated we had a winning ticket "74122-0 01299-P8"
