Federal Solution Center/World Wide Merchants $299.95 was withdrawn out of account for grant.then that sent a check for the amount and it bounce and my account was debit again Champplain New York

On feb.2,2007 my acount was debit for $299.95 for a government grant. Inever recieved any thing I kept calling and writing then about it.
So I was mailed a check for that amount.I went to the bank and cash the check when the bank sent it to the bank it was drawn on it was returned back .
reason uncollected funds hold. I was charged and extra $10.00 The total amount due is $609.90
