Firefly Rent a Car Failure to refund Fuel Purchase Option Phoenix Arizona

I rented a car from the Phoenix Firefly. As part of the package I purchased the Fuel Purchase Option, which was to be refunded when the car was returned with a full tank of gas.
I did so. However, billing said they had no record of my gas purchase.
I then faxed them the gas purchase, a cover letter, and relevant information. The transmission was verified that they received it. Upon calling them a week later, they said they did not get it. I had to send it again.
It seems to me that they hope to frustrate customers and keep the $39.48 and just make the customers forget about it. Do not purchase this part of the contract.
