Why?

Why if you never opened an account with them would you offer them even a single dime?
They may be a sub-prime lender with extreamly high fees and interest, but they don't go around opening up random accounts. They got this information somehow. Either you signed up for the card and do not remember or you are a victim of Identity Theft.
If it is the former..well you just need to deal with it. If it is the later you need to unfortunatly take the first few steps yourself. Since each situation is unique and it would be much to complicated to explain here..you will need to start the reasearch yourself. But first look into filing an Identity Theft Report with your local police, and then placing a fraud alert on your credit reports(this is free so if any place tries to charge you.you are in the wrong place). Then take a look at things such as the Fair Credit Reporting Act(FCRA) and the Fair Debt Collection Practices Act(FDCPA) as to actions you can take to attempt to get this cleared up. As well as action you can take against the collection agencies if they are not following the regulations.

Really?

So then, what you're saying is this is absolutely not your account. You don't owe the money and you've not been involved in any collection activities from them. If all this is true, why would you offer them one penny? If all this is true, then you can contact all three credit reporting agencies FOR FREE and if this is in your file, then you can challenge it. If they cannot verify the information from them, then they must remove it.
Of course now, this could just be a bogus report. If you are so generous, please send me a check, too.
