i was promised a personal loan and was told i needed to wire $1400 to secure the oan and insurance. money was wired and loan was never received.

Don't you know that you NEVER have to put money up front for a personal loan ??? WISE UP !!! NO ONE charges up front money on a personal loan. NO ONE sends you unsolicited checks in the mail. NO ONE sends you money to be a Secret Shopper. Don't play the fool again, though I'm probably wasting my time here.
