Global Payments Check Services Paid off up to 4 return checks in 2004, but blocked me from purchasing household groceries for my family of 4. This is cruel and unusal punishment. I stated that the statue of limitations is 7 years Chicago, Illinois

In 2003, I wrote approximately 4 checks and they were returned. I paid them off. However, here it is over 9 years later and I am still being victimized and penalized. The penalty is life time ban for check approval. This is wrong. I had to put my family groceries back on the shelf because global paments blocked the approval of my check going back to 2003. This is wrong! Please help. They cannot and will not dictate to consumers how they will live their lives. Any help is appreciated.

I was merely attempting to explain how the system works. The merchant will not accept your check unless it's guaranteed by this third party. The third party is under no obligation to guarantee your checks are good. It's entirely up to them, since they're taking all of the risk.
In the end, the problem still lies with the merchant. They do not want your business unless your check is risk-free to them (like cash or a debit card).

Thanks for response. It appears to be from Global Payments Agent. The two responses contradict each other. One states that it is up to the merchant and paints me a stranger as a villian not even knowing me.
The other states use a debit card. Isn't this "do like everybody else"? There are some people who have never bought a car and therefore never had a driver's license. Should they buy a license because it is the most widely accepted form of I.D.? I think not.
The fact remains Global did not check with me the consumer to get my side of the story. They give carte blanche favor to merchants over consumers and we find out at the cash register a couple of weeks later. That is wrong, arbitrarily capricious and also perhaps illegal in some states.
We consumers must say enough is enough! If I make you whole, you cannot be a judge for life and give a death penalty. We elect and appoint judges to do as such!
They cannot anoint themselves as God's determining your method of payments with party A and you are B. The third party should "C" their way out!

They're not approving or disapproving your check. They are simply deciding not to "guarantee" your checks. They guarantee to the merchant that they will pay for any check that goes bad. The merchant is perfectly free to accept your check without this guarantee, but it appears that this merchant does not want to take a chance on you.
Your problem is with the merchant that will not accept your check without this company's guarantee.

Your alternatives are to use a debit card (which is available with most checking accounts) or pay with cash. I don't see how this should change how you live your life. Paper checks are becoming obsolete and accepted by fewer merchants all the time. It's virtually unheard of for merchants to accept checks without third party guarantees.
