Gogoer Refuse to deliver goods after accepting payment Internet

I give my kids a monthly allowance and they have the free choice where and how they wish to spend their money. My 2 kids chose to spend all their money buying game currencies for an online game from Gogoer.com. I paid for it with my paypal account.

After accepting my payment they delivered the 50 million mesos for the one kid but refused to deliver the goods for the second order. After many attempts that my child tried to contact the place I stepped in. The equally refused to speak to me on their online chat.

It is almost two weeks later now. I contacted them by email, and got some replies. They said I have to pay more because their prices went up (almost 50%), or alternatively they will give us less than 10% of what we ordered (we paid for 50 mil and they offered me 3.5 mil)

I refused to accept this counter offer. Eventually after 2 days of exchanging emails they increased their counteroffer to 31 million messos.
