When Pennsylvania has NO LAW to govern insurers and allows 100% freedom - letting an insurer withhold approved payments from a deserving doctor without any prior DUE-PROCESS, all the insurer has to do is claim it has paid while APPEARING to be just and righteous. Mr. Brennan says all the money secretly withheld is not a money source for Highmark. Really? Prove it. And why the big secret if you have nothing to hide?

Thomas Brennan, Jr.: Prove the thousands of dollars you secretly withhold from deserving Pennsylvania Doctors each year goes back to your customers. I bet you can't.
