If you paid with PayPal, notify them of the item not received. In all likelyhood, their might not be much they can do, since he appears to have closed his account on eBay and likely did so on PayPal as well.
You should also call you bank and/or credit card company. In most cases, the CC company can reverse the transaction and get your money back in a few days. If the money came out of your checking, you may be able to reverse the transaction under certain conditions.
I notice there was zero feedback on this seller, despite years on eBay. Did you notify eBay of the problem? Do you have an item ID number?
