Kabeara Samoyed's, Teresa Heaver, Samoyed puppy sold as registered purebred, not registered. No papers. Lockport Illinois

We got our Kiya from an AKC breeder Teresa Heaver of Kabeara Samoyed’s in Illinois. She was only going to be a camping/hiking/couch dog but seeing how beautiful and full she turned out I couldn’t resist wanting to see her get her conformation. I tried registering her with the CKC, but she is not even registered with the AKC to be transferred over. So I began the process of foreign dog registration and got in contact with Kiya’s breeder. When I got into contact with Teresa, her breeder, she told me since Kiya was sold to us as a pet she did not register her but would gladly register her with the AKC for me (there is no ‘No Breeding’ clause in our contract so she is viable stock). This was in the beginning of September. I had been in contact with her many times over the last few months, each time with promises that it was being processed. In December she stopped answering my Emails and phone calls altogether. After several unanswered Emails and phone calls I decided to find out what else I could do to get her registered on my own. I emailed the AKC about what to do next. They could not get in contact with Teresa either. The AKC rep told me as an alternative that if I can provide all the paperwork showing Bill of Sale, Bill of Lading, Customs Report, Pedigree, and Parents Registration Numbers they may be able to help. I paid 2000 for my pup. This is illegal and I can believe with such brazen activities nothing has happened to stop her. She had a huge website, AKC accredation, and Pictures of her in multiple dog shows. How is she still able to participate in these clubs with so many complaints against her? Is anyone looking into legal action? I thought I had researched her well, but now I feel like a fool.
