Kaplan University-Davenport Online Maxed out my Student Loans and I can't enroll for my Master Program because I can't get my transcript- Davenport Iowa

Unfortunatly it is standard where no College or University will release your transcripts if you owe them money, regardless of the reason you owe them money. 

The best thing you can do is see if you can talk to them and make some sort of payment arrangements and see if that will get them to release your transcripts.  Other than that you would have to find someway to come up with the balance owed.

Now, I will also give you something else to think about.  Why are you getting declined for jobs?  Is the only reason because you don't have a Masters Degree?  If it is not the reason then why do you think spending several thousand more dollars is going to help you?  If there are other reasons, is there something else you could do for now to improve your chances?  Such as better interview skills, better resume, applying for more jobs, applying in different cities.  You may have to "work your way up", so are you applying for the appropriate job with your education and experience in the field?
