The water department of Lake Village AR has a minimum charge of over $56 for water usage form 0-2000 gallons. So even if you use less than 2000 gallons, as is the case for most single individuals, your bill will be almost $57. In my mind this is theft and there should be no minimum charge for something that could be billed for what you actually used.
