Lowes Home Improvement did not hook up new washer as promised. Commitment to install was not kept. Johnson City, Tennessee

 At point of sale Lowes salesman stated that washing machine would be hooked up if I purchased a braided hose set. If I did not buy the extra hose set, it would not be hooked up when delivered. Note that I was obviously handicapped and in a wheel chair when the sale was made. I bought the hose set telling him i had no choice...I wanted it hooked up. The washer was delivered with the braided hose two days later. The laundry room was open and the hose hookup well is standard, clean, and accessible. The delivery men put the washer in the room and left without hooking it up. When they were asked to do so they refused stating they did not hook up washers.
