Lorain Ohio Childrens Services told go to court if not possible call to make arangments Lorain Ohio

the state of ohio child support division lorain ohio sent me court papers to appear in person to court for a pending judgement against me in 1991. at the time i live in california, the letter stated if you cannot appear call this number to make different arrangements.
I did what they asked and called, told a person who answered that I could not afford to go to ohio nor would my job allow it to show up in court. the person said no problem I will see what other arrangements can be made and that they would get back to me. not more than a week later I got a letter in the mail stating failure to appear judgement for plaintiff awarded the sum of 20,000 in child support to be paid now.

I have tried to resolve this and have been paying child support as well as I can now they seem it justified to take my driving rights away and have even gone to the lengths to issue a warrant to send me back to ohio to face jail time. they won't let me have contact with my daughter and her mother even changed her last name on the birth certificate with out my consent. what the hell is wrong with the state of ohio. best part is my daughters case worker does'nt have kids and has never been married either. what can I do
