On 1-8-06 I receved a parking citation #1001974783 for not displaying my handicap placard, from what the Officer stated, but the fact of the matter is, it was displayed on my dashboard.
I was told in the past a placard must be displayed on the rear view mirror, but if you do not have one it must be displayed on the dashboard pursuant to vehicle code 22511.5.
I had made that aware to the Parking violations Bureau, but only to receive a notice stating," I'am still liable for the fine of $330.00.
I contacted the Bureau on 3-14-06 and spoke to an operator I D # 261. She had viewed my citation and responded with, "well you were cited for not displaying your placard". I informed her ," It was up. " She had then said, "Well then you were parked in the cross hatched marks." I told her "Absoluty not." I was then put on hold.
When she returned to the phone she had said," You are only allowed 1 dismissel a year for this type of violation." I proceeded to ask," Where does it state that?" Her responce was, " It's the California law."
I had told her, "Thats not true, there is no law thats reflects that." She just stood her ground and told me, " I was wrong."
I had then said, "You need to get me that California law and vehicle code." I was then told to "hold on"
While I was on hold I contacted the DMV and questioned that Law. I had spoke to a supervisor, explained my situation and needless to say she was apolled and told me there is NO such law in California and advised to file a complaint. I had also viewed the vehiche code book which I have in my possession and found no law.
Then 20 minutes later operator 261 came back to the phone had advised me " I just spoke with my supervisior and she said," you must make a request in writing if you want a copy of the law."
At that point I advised her, " I just spoke with the DMV viewed the vehicle code book and was told there is no such law and should not have been told that." She was shocked and all tounge tied. So before the phone call was ended she had said, " Well it's not really a law it's our policy."
I went on to say" You clearly told me it was a California law and I must make a request in writing for that law, Per your supervisior words." She responded with " I didn't mean a law it's a policy.
I had just said" Evyette, I feel I was being decived and mislead by you / the Bureau therefore I'm formally putting this citation in dispute with you personally and will be making that dispute in writing. I did that the very same day.
The only responce I received was a demand letter dated 3-24-06 asking for $300.00.
I've heard of many decitiave practices by this Bureau
through citizens as well as Police officials, ( Whose name cannot be menitioned)
I'm hoping someone will have some input or help on this.

Sorry I didn't see your updates until now, and sympathize with you over your atrocious experience with Max Reyes. I think it was about 2 years ago when another man, Richard from Mission Hills who'd posted many continuing ripoffreports on his ungodly experience over a wrongfully issued parking ticket finally did get relief from Max Reyes, but I think Reyes was new on the job at the time, taking the overload from Pat Cunningham and Judith O'Connor.
It sounds like he's become a total jerk (to put it mildly)-- and if rudeness by taxpayer supported public employees of the City of Los Angeles is also now regarded as a perfectly acceptable trait by LA's bureaucracy and city council towards its citizens, visitors and businesses, matters have indeed worsened from 2 years ago.
Sorry I'm no more help. I suppose you could try a city council member, if you've already unsuccessfully tried O'Connor and P.Cunningham, but the way that city is run I doubt if you'll get much satisfaction there either. I'm convinced that the Los Angeles Parking Violations Bureau, in cahoots with the City of Los Angeles, takes first place in the nation for scams.

Well it's been 5 months and things are still not resolved. As a matter of fact I was scheduled for a hearing as noted in my update in April, but no notice of hearing was sent.
What I did get was a letter on 5-20-06 telling me I missed my scheduled hearing on 5-16-06 . Now that letter was sent on 5-16-06. Sure sounds like the PVB is surely playing games.
Now as recomended Maralyn in Mesa Arazona to others, I've requested copies of the citation as well as the Laws that were quoted to me, whereas " You are only allowed 1 Handicap violation dismissel per year, California law, and per the Bureaus regulations, which is stated in their handbooks."
I have received NOTHING. (Keep in mind this request was made 5 times.)
Doe's anyone have any suggestions?

I contacted the city who hires the PVB and spoke to an offical there Max Reyes, who in turn was very rude and abrupt with me telling me I'm wrong the citation stands and to learn the vehicle code before I ever call him back or try to quote the law to him.
I was nothing but pleasent explaining my problem and quoting 2 vehicle codes which are,22511.55 and 26709.
The 22511.55 States, Placard placement should be on the rear view mirror which is correct, but if there is no rearview mirror it is to be placed on the dashboard of the vehicle.
This is where my situation comes in. I did not have a rearview mirror therefore it was placed on the dashboard.
I was told by Max Reyes "Now you're in violation as to not having a rearview mirror too, now just park your vehicle."
I explained to Mr Reyes, "It is not the law that you must have a rearview mirror as long as you have TWO side mirrors with the one on the left being most important, which you know is vehicle code 26709.
I feel at that time Mr.Reyes got very angry and hostile and the conversation escalated so I ended the call by saying " Thank you and I'll be in touch. " Mr. Reyes responce was, " Call me back when you know the law."
Now at this point, I'm scheduled for a hearing but feel it should not have gone to that extreem as all documents were sent to the PVB, I'm a valid Placard holder and have tried to handle this in a fair timely manor.
Lastly, If you want to note this citation as human error by the officer, lets look at it as that. So why is the PVB charging me the $330.00 fine as I do not own a Placard?
This is a VERY valid question. Who can answer that ?

There are more ripoff reports on the City of Los Angeles Parking Violations Bureau than you can shake a stick at. And after what I went through two years ago, I have made a solemn vow that I will never set foot or wheels in the City of Los Angeles ever again.
The PVB is a private company (contracted with the City of LA) by the name of Affiliated Computer Services (ACS) which is also a collection agency under some other name. Another company is also involved in the parking violation scam there by name of PRWT Services that occupies (or at least they did 2 years ago) the same building in downtown LA as ACS. It was obviously one of those airheads from one of those companies you spoke to -- because they ARE the PVB. (Those who issue the tickets are City of LA employees who then convey the ticket info to the PVB.)
Anyway, there are a couple of people that are employed by the City of LA (city employees)who troubleshoot with the PVB on behalf of people such as yourself who have been wronged and can get nowhere talking to the dips employed by the profit motivated PVB (which is not to say that the City of LA is not also profit motivated.) PVB employees will tell you anything, as you've learned.
Do your best to talk to one of those troubleshooters. Other wronged people have been most gratified by their conscientious problem solving pertaining to bogus parking tickets. I assume these people are still there working for the City. (They were a year and a half ago.) If not, find out who took their place to get your outrageous situation taken care of...and have all the factual information handy for them (ticket number, date, location, circumstances, what you were erroneously told by the PVB, etc.)when you do talk to one of these problem solvers. Their names are:
Patricia Cunningham (213) 485-4783 (Make sure it's Patricia because there's another female Cunningham working in the LA parking "arena" that is very unhelpful.)

There's a third person, that also helps people in your predicament, whose name I believe is Judith O'Connor, but I don't have her phone number off hand.

If you're ever so inclined to spend a lot of time reading, learning a lot, and finding that you're definitely not alone, it would be worth your while to access that report and get a great deal of more information.
