This sounds like a variation of the "Loss Prevention" scam that shows up from time to time in the classifieds section of newspapers.
The ads advertise for loss prevention positions available. The ads will promise some sort of start pay, sometimes something like "up to $45K a year." When you call the listed number you're told that you must take an exam. The exam costs "X" and you must have the exam completed with "X" period of time. You send the money; they send you a skimpy manual with the "test."
The scam is obvious...you either don't pass the exam or miss the deadline. The fraudsters have your money and you have no job.
I would contact Amex and see if it isn't too late to get your money charged back. If it's too late I suggest you take them to small claims court for misrepresentation.
