Member Service Center ripoff incorrect billing threatened collection agency Camp Hill Pennsylvania

I have been threatened by the member service center, for an amount I do not owe, to be turned over to a collection agency. I took and offer of 5 books for $5.00 which was sent to me and another (6th) book was sent which I did not accept. The carton was never opened and the book was returned to the sender. This non-acceptance policy was part of the offer.
Now I am receiving a bill for $19.25 plus $4.00 late fee.
Attempts to email and/or call the following has failed to reach anyone concerning this matter.
The web site does not respond and the phone number does not pick up

You need to send Member Service Center a letter, certified mail return receipt requested, advising them that this book was returned and that you do not owe anything. Cc a copy to the Missouri and Pennsylvania Attorney General's office. Make sure to note that you have tried to reach them via the telephone and the Internet.
