Mesa Dot Highway Officer intimmidates his point of veiw Mesa Arizona

I was involved in a highway rear end collision recently and was intimidated by officer in the hospital: ultimately he said that arizona has a law that says if you rear end a car it is your fault regardless of any fault of the other driver, period...so does anyone know the legislation law code that this dot officer is talking about?

And if this officer was telling truth what goes hear in a case previously mentioned were no one was ticketed because officer thought the rear ended vehicles driver was partially at fault, please email me so i may use your ticket, or court case in my court proceedings....
