Mosh Bari Non delivery of service then refusal to refund.

I am reporting a fraudulent internet marketer named Mosh Bari who operates through JVZoo. I purchased an offer of internet marketing software called Sniper Pro, and then purchased the upsell which was to have 20 marketing campaigns installed on this software, DFY(Done For You) for $197. US.  I was unable to log-in to the software and then received notification that they were having problems with the functioning of the software, and they recommended that I accept a substitute similar product that I would need to host myself on Wordpress. 

The campaigns were sent to me as a collection of files that I was expected to install myself.  It became clear there was no intention on their part to install and configure the marketing campaigns as promised in their sales page, linked here:  https://www.getsniperxpro.com/upgrade-dfy-money-sites30770262 .   "Everything is Done, done, done, for you, hands free. 20 commission sites set up for you,"| etc etc.  However the basic software was non-functional, so obviously the DFY offer could not be delivered, either.  But, upon asking for a refund, I was told the campaign files sent me were not dependent on any particular software therefore no refund was due to me.  The fact is, the DFY offer was never delivered, as it promised a "hands free set up of everything".  Therefore I believe they owe me a refund of the $197. I paid for the DFY offer, not some files I needed to install myself. 

I also believe there was never any intention on their part to deliver it, and it was a well-crafted fraud from the beginning.  I paid for a specific service and did not receive it.  Here is a direct quote from the sales page: "We've created 20 hot, ready to go commission money sites and will set them up for you completely hands-free."       This is my true report of my transactions with Mosh Bari.  Of course I reported the matter to Paypal, my payment provider.    Elliott
