Motor Vehicle Administration Being forced to pay for an insurance lapse that I was cleared. Glen Burnie Maryland

I was cleared of an insurance lapse, by providing all the documents requested by the MVA. I was given a receipt, stating that there was no insurance lapse and Im due a full refund. However, no one wants to take responsibility for that decision. I have been lied to, documents have been forged to make it appear to be two seperate cases. I've been told that the case was reopened because the police report read "the vehicle was taken from the said address instead of stolen from the said address". When I spoke to a police officer, he stated that taken and stolen means the same and I needed to pursue the case with supervisors but to no prevail.
