Is Mr.Culpepper A Scam To Steal Your Money? Took my money, and I did not get my order San Francisco California

I ordered a BlueAnt Supertooth 3 from Mr.Culpepper on Dec. 13, 2008. I never got any tracking info, email from them said the shipper was FedEx AND UPS! They do not answer the phone at all, and do not answer my email requests for tracking info. I paid by PayPal, and my account there shows that the account paid Mr. Culpepper the next day.
Google Earth photo shows their address as being in downtown San Francisco. The SF Chamber of Commerce does not show any business by the name of Mr. Culpepper.
I believe that this is a shell business set up to steal money from online buyers.

Report your rip-off to the Federal Trade Commission by going online at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en
and filling out the complaint form. An agent will later contact you, and will issue you a reference number. Meanwhile the FTC will investigate your claim against the vendor.
Also you should contact the California Attorney General's office to start the claim if the vendor is doing business in California.
