My Cash Guardian/CGHelp.org Took Money from My Acct WITHOUT my permission! Cannot access their website! Internet

On 9/29/2012 My Cash Guardian took money from my bank account and said it was from an App on Sept. 20 th..Get real! They did not have permission to take the $ 29.95 out, and I have been trying to get a hold of them, they don't answer, I cannot access the web site, they have sent no email. This is ridiculous!
