91 Expresslanes Accused me of driving in an express lane when my car was at home in the garage Anaheim California

I was sent a letter from 91 Express Lanes stating my vehicle was traveling on the 91 express lane, i Orange County, Ca.  with no Fast Track sticker.

I am a 65 year old who has NEVER traveled on that area of California. On the date and time of the alleged incident I was home asleep and my car was in the garage. Nobody else has keys to my vehicle and nobody else was driving my car. 

I submitted an administrative review explaining the above and they anwered back saying the citation is valid!
