This offer appears to tell you that you have definitely won $1,000,000 to be paid in 30 installments or as a lump sum, but an insert in the envelope makes it clear that the $15 you have to send is actually the sweepstake entry for a sweepstake being run by Westport Enterprises Inc, Kansas City MO, 64116-1092.
The very official looking letter makes no mention of the fact that it is a sweepstake. The letter is signed by one Stuart B. McClellend. While there may really be a sweepstake, in the insert it says that the odds of winning the grand prize should not exceed 300,000,000 to one!
P.S. P.T Barnum is credited with saying that you can't cheat an honest man.

I received a similar letter today and went to whitepages. where i searched for westport enterprises and found a phone number and address

After calling and talking to them they admitted to being the National Awards Commisssion maybe this information will help someone trying to reach them
