I am another victim of NCIC. I was at the airport and lost my cell phone. I found their payphone, looked everywhere for a rate, and couldn't find one. I used my credit card to make 4 phone calls and I was charged $20 for each one! One call was also dropped, adding to the total.
As many others have reported, NCIC is misleading and overcharging their customers. They should be ashamed of themselves.
