I was issued debit VISA card through HEB in Austin.  I used this card without any charges for use.  The debit card company and told me that there had been suspicious activity on the card. 

I asked them to cancel and reissue.  They did, and also required me to select either a dollar per use fee or a $5 per month charge for the use of this card.  I consider that a bait and switch operation.  

I want them to reissue a card just like the one I had with the original no charge for use policy.
