Net Spend Debit card service issued by Boki Bank in Austin Texas Austin Texas Nationwide

I purchased 4 NETSPEND prepaid debit cards for my grandson's for christmas.  I purchased these at Wallmart in SA Texas.

 I prepaid for $50.00 on each card.   I then get a call from my grandsons that they are unable to use the cards, when they call to register the cards they are asked to send in their birth certicates and SS numbers to someone in India.   I read of thousands of consumers who had alot more loaded and have been unable to get their money.  There also an open case with the BBB. 

I tried to call and finally was able to reach someone in India who explained they could not assist me.  I think this is a scam and I think someone shoud be looking into this.
