On the noblecom website, this company advertises 59.9c per minute calling to Cuba. A $20 card is good for 32 minutes. Now I understand maintenance fees, connection fees, etc... I bought the card for $20 and it lasted 23 minutes. I contacted customer service and posed as a potential customer shopping for the best rates and asked how long I can speak to someone in Cuba with a $20 card and was told 32 minutes. Then I mentioned that I just purchased one and it only lasted 23 minutes. Totally fraudulent company based in Bermuda with legal department in Romania. THANK GOD I USED A GIFT CARD FOR THIS PURCHASE.

Below please read the transcript of my correspondence. It makes for funny reading.

STAY AWAY FROM THIS COMPANY. IF THEY WERE IN THE USA SOMEONE WOULD BE IN PRISON. Thank you ripoff reports.

Kevin [8:38:47 PM]: Welcome to our Live Chat. My name is Kevin.

[8:41:25 PM]: so how many minutes can I talk for $20?

[8:41:33 PM]: what is the best offer

Kevin [8:42:26 PM]: You want to call landlines or cellular phones?

Robert [8:42:32 PM]: cell

Kevin [8:43:27 PM]: With the Emerald plan you can talk for 22 minutes for $20.00, using a local access number.

Robert [8:43:48 PM]: but dont you have rates like 55c?

[8:44:42 PM]: 59.9

Kevin [8:44:50 PM]: I gave you the rates with our Emerald plan. It's one of our best calling cards as it has 1 minute rounding and no maintenance fee.

Robert [8:45:11 PM]: how many minutes can i talk with the hello cuba cellular $20 card?

Kevin [8:45:47 PM]: You can talk for 32 minutes, using a local access number.

Robert [8:46:03 PM]: i can speak to someone in cuba for 32 minutes using a local access number?

Kevin [8:46:25 PM]: Yes.

Robert [8:46:49 PM]: thank you

Kevin [8:46:56 PM]: It was my pleasure. Thank you for using Live Help. Have a great night!

Robert [8:47:07 PM]: so now can you credit my account 8 minutes because i just ordered one of these cards and was only able to talk for 24 minutes

[8:47:16 PM]: xxxx@gmail.com

[8:48:57 PM]: ?

Kevin [8:49:54 PM]: I have checked your account and you where charged correctly. However, you got less minutes because of the taxes that where applied. Effective minutes on the card depend on all applicable fees and rounding enacted by the appropriate governing bodies. Taxes vary based on state and country called. Taxes include local taxes, city taxes, state taxes, federal taxes, Universal Service Fund, FCC charges and all applicable long distance charges by the government. Taxes vary based on state and destination called and they may also vary from call to call. I have enclosed a link to our Terms and Conditions:

http://www.nobelcom.com/nobelcom/jsp/advisor/pop.jsp?type=terms_conditions

Please specifically refer to section 16. Calling Card Usage, as quoted below: "Federal, State, and local taxes for Lifeline Assistance and Universal Service Fund will be deducted from your calling card."

Robert [8:50:18 PM]: what is an effective minute? you just told me i can speak to someone in cuba for 32 minutes

[8:50:47 PM]: Robert [8:46:03 PM]: i can speak to someone in cuba for 32 minutes using a local access number?

Kevin [8:46:25 PM]: Yes.

Kevin [8:52:25 PM]: The amount advertised is without taxes. Once you place the call and the taxes are applied, you will get less minutes because of the taxes. The calling card offers 32 minutes without taxes.

Robert [8:52:43 PM]: I asked if I can speak to someone in Cuba for 32 minutes you said yes

[8:52:50 PM]: you should have said no

[8:53:04 PM]: dont you find that a bit misleading?

Kevin [8:53:29 PM]: The amount of minutes without taxes is of 32 minutes. It is also advertised on the website.

Robert [8:53:51 PM]: i asked you if I can speak to someone in cuba for 32 minutes and you said yes

[8:53:56 PM]: now you are saying no

[8:53:58 PM]: which is it?

Kevin [8:54:43 PM]: I gave you the amount of minutes without taxes, which is 32. With taxes, you will speak less than 32 minutes.

Robert [8:54:43 PM]: we are chatting now for 16 minutes

[8:54:58 PM]: or would that be 24 minutes

[8:56:33 PM]: anyway you gave me enough to give to my credit card company to get my money back. Thanks for your help
