ovh.com Charged my stolen bank card for something that I have no idea what it is. Internet

This goes in hand with my complaint about web.com. This company ovh.com has also charged my stolen bank card for services that I have had nothing to do with. After contacting ovh.com thru email, I was sent a form to fill out that I don't understand as it has absolutely nothing to do with what I told them had happened. My bank has since shut down my account and said I would not be accountable for the money, yet this company still charged my card. What I'd love to know is how is it possible that these companies can get taken by hackers. Do these companies not check up on this stuff? They obviously don't verify who owns the credit and debit cards.
