I found this website and it says pay the 25 dollar application fee. I did that and then they emailed me the app to fill out and mail to them. I did that. It went through a couple so called "phases of the process of the app. It said that it was now processing to ship, but that was november 21st and it has yet to send out, and i cant review it anymore because the website is forbidden.
