Peni Lavigne has prior reports on this sith from 2009 and 2010 and is still operating. She is currently taking advantage of a man at N. Bristol Ave. in Portland, where she invites "renters" who pay her in heroin and stolen merchandise. She has stolen money from the homeowner, who is elderly and unwell, and there are often fistfights and other violent or threatening behavior occurring on the premises. Multiple neighbors have moved away to get away from it, since the police are handicapped by the city's refusal to prosecute this under their nuisance law.
