Insurance bases their rates on several risk factors. With an "At Fault" accident, the amount of the damages is irrelevant, her insurance carrier figures she is now a higher risk. With higher risk comes higher premiums.
Since you state she is your mom, I am going to figure she is 50+. That is another risk factor that with an accident just exaggerates it. They aren't worried about the accident she had, they are worried about the next accident that statistics show she may have.

- What is there to fight them on? This is the rate they are now quoting your mom for insurance. If you don't like the rate then find someone else. If you find an acceptable rate...great. But realize that with an "At-Fault" accident on your mom's record don't expect her to have much luck finding the rate that she had before.

One thing you can look at is if your insurance company has any sort of "safe driver" program. Some companies tailor them specifically to Seniors and if they complete the program are often provided with a discount on the premium.
