Presidential Suites Tulsa Sanjay Patel, owner No Refund for a hotel room w/o air conditioning Tulsa Oklahoma

I was called to Tulsa, OK in June of 2015 for a family emergency.  I needed a room and checked into Presidentail Suites.  After I went to my room I discovered that the air conditioning did not work.  I asked for a refund and was denied.  I made a complaint to the State of OK.  They contacted Mr Patel who indicated he would contact me for infor re: a refund on my credit card.  He did contact me and I provided the info he needed.  It has been over a month and no refund.  Everytime I contact Mr. Patel he says he will check with his Merchant Company.
