I WAS TOLD BY MAIL I WON 45 GRAND. I REPSPONED ON SEEING ITS WAS USING THE PUBLISHER CLEARING HOUSE NAME. I DEPOSITED CHECK IN MY ACOUNT. I WITHDREW 2900.00 FROM ACOUNT WESTERN TO A HENRCA MACWEEN IN HOUSTON TEXES. NOW MY BANK ACOUNT IS FROZEN.

Why didn't you wait for the check to clear? Did you enter Publisher's Clearing House sweepstakes? No legitimate sweepstakes is going to send you a check and ask you to send money to a 3rd party - that is just plain dumb. Sorry you got scammed but your money is gone. And, if spent any of the other money from the check the bank is going to want that back. The check is a forgery or counterfeit. Of course this had nothing at all to do with Publishers Clearing House.
