ProTuningLab inc I paid for a product and never recived it, called and emailed many times walnut California

I ordered a part from them and paid for it on 9-19-13, was emailed stating that the part would be here on 9-26-13, on that day I recived a email stating that that part is out of stock, but they had it in another color, I EMAILED THEM BACK AND TOLD THEM TO SEND ME THE OTHER COLOR, I waited and waited, then I emailed the again, asking when will I recive my part, they told me that it would be there on 10-4-13 and at the latest 10-7-13, it never came, I emailed them again, they responded stated it is on it's way.

well today is 10-16-13 and I have never recived it, and I have not recived any more email's from them.
